IMO... Neutrinos act almost independently of matter. In gravitationally bound systems (this galaxy/solar system) the expansion of space is massively modified to the point of zero spatial expansion. Neutrinos, unlike light, are almost oblivious to matter. For neutrinos it may be then that spatial expansion is still experienced within volumes that, for us, are gravitationally bound. A neutrino then would be 'carried forward' by spatial expansion whereas mass objects ie Earth, countries, ground etc would not have spatial expansion. The net result of this scenario is a 'faster than light' effect EXCEPT THAT the neutrino DOES NOT travel through space FTL as the space is expanding to imitate that effect! Relativity STILL STANDS!! In my Opinion.... must find my flashing icon ...
